TalkBack is an Android accessibility service or screen reader that provides voice feedback and notifications without the need to look at the screen. This aids visually impaired or blind people to use their devices with ease.

If repeating the shortcut by pressing Volume Up+Volume Down for three seconds doesnt work users will have to open their devices Settings menu to find the Accessibility options. Some Android devices will have these options in the root of the Settings menu, but on others, Accessibility is found elsewhere.
On Oxygen OS 11 , for example, Accessibility is accessed by:

Norton 360 App Automatically Turns On Talkback
A known bug may trigger your Android device’s TalkBack feature without your knowledge. When TalkBack is triggered, you would hear the device talk back when certain actions are taken such as flipping between home screen pages or creating a folder on the home screen. This bug affects all the apps that use an accessibility service. Norton 360 app also uses the accessibility service when you activate App Advisor scanning inside of Google Play.
Unfortunately Norton cannot control these issues with the TalkBack services. But we have tried to limit the number of users that may experience this problem by disabling the App Advisor for Google Play feature and Internet Security for some browsers on Samsung devices running Android 4.1 or earlier, and a few other devices.
If you experience this issue, turn off TalkBack every time you restart your device.
A system update that provides a higher version than Android 4.1.1 may address this issue, if available. Please check if your device has any system updates available or contact your device manufacturer or carrier to see if a system update is available.
